Apollo Engineering is the most important organized power in the lore. The theory document frames AE as a subsidiary or branch of a larger Apollo network, public-facing enough to operate globally but secretive enough to hide the most dangerous 10% of its work.

AE appears to have started with or maintained roots in botany, agriculture, food production, and genetic engineering before becoming tied to dinosaur-like synthetic life. It likely still works on both agricultural and dinosaur programs.
The larger Apollo structure is described as international, broad, and powerful enough that national ties may be unavoidable rather than optional. That makes AE feel less like one island lab and more like one visible limb of a much larger machine.
